I would assume it is not valid for existing accounts. The main goal of these promotions is to lure new clients.

the promo had a limit of 2000 users and that limit has been reached so it won’t work, I called Msoft AdCenter TechSupport and they gave me a promo code for $100

I am not sure what you mean. This is not a one time use code. Anyone who opens a new account with Microsoft Adcenter before 01/15/07 is eligible for the promotional $200 credit.
