After all, they are located on every other block in most major cities in the world it seems. They're not exactly doing bad. I guess it depends how small the "short" cup is. I'm picturing something similar to what you get at the dentists office to rinse out with. That wouldn't be too good. I'm a big fan of free refills though. I would welcome that!
